Born on April 30, 1943 in Tlemcen, Mourad Medelci held several ministerial portfolios before being appointed in September 2013 to head the Constitutional Council. The deceased served as Minister of Foreign Affairs (June 4, 2007 – September 11, 2013), Minister of Finance (2005 – 2007) and Minister of Commerce (November 9, 1988 – September 9, 1989), as well as adviser to the Presidency of the Republic (2002-2005),
The deceased has played a prominent role in promoting constitutional justice in Africa by ensuring that the African continent has an organization that speaks on its behalf
His presence in international forums also contributed to the advancement of the universal constitutional judiciary
